Policy Advisor

The Canadian Internet Registration Authority (CIRA) is the organization that manages Canada's .CA domain name registry, develops and implements policies that support Canada's Internet community and represents the .CA registry internationally.

Job Summary:

The Policy Advisor is responsible for providing policy analysis and advice to CIRA on Internet and telecommunications policy.

Duties and responsibilities:

  • Conduct and manage Internet and telecommunications policy research.
  • Monitor and analyse domestic and international legislative, regulatory and policy developments relevant to CIRA and the Internet industry.
  • Brief and advise CIRA management in a timely manner.
  • Collaborate in developing policy initiatives.
  • Maintain relationships with industry groups, government, agencies, and others.
  • Attend regular international meetings/participate in working groups.
  • Analyse and provide comments on domestic and international consultations and request for comment, thus participating in the development of domestic and global Internet policy development.
  • Manage the entire process of the development of CIRA’s policy positions which are designed to influence external stakeholders.
  • Conduct and manage Internet and telecommunications policy research that influences or affects the following organizations:
    1. The Internet Corporation for Assigned Names and Numbers (ICANN).
    2. The United Nations and its various bodies involved with Internet policy development, such as the Internet Governance Forum. 
    3. Canadian, U.S .and European legislative/regulatory developments affecting telecommunications and Internet service providers (ISPs).
    4. The Canadian Radio-television and Telecommunications Commission (CRTC). 
    5. Other organizations affected by developments in Internet regulation.
  • Advocates and influences for policy positions that are consistent with CIRA’s goals and objectives.
  • Responsible for the development of process mechanisms used to gather and share information that contributes to the formulation of policy positions.
  • Conducts education sessions on a regular basis for CIRA staff on policy developments.

Education:

Minimum undergraduate university degree. A Master's degree or LLB is preferred.

Experience:

The Policy Advisor requires 10-years of domestic and international telecommunications and Internet policy experience.

Language Requirements:

Proficiency in English is essential; French is an asset.

Working Conditions:

  • Weekends or Overtime Requirements: occasionally.
  • Travel Requirements
    • The Policy Advisor is required to travel approximately six weeks per year both domestically and/or internationally.
